In an effort to safeguard Texas’ governmental and academic institutions against malign foreign activity, on November 19, 2024, Governor Greg Abbott signed .
This EO specifically lays out restrictions on certain activities and gifts that are not allowable, with respect to six “foreign adversaries” listed on : The People’s Republic of China, including the Hong Kong Special Administrative Region and the Macau Special Administrative Region (China); the Democratic People’s Republic of North Korea (North Korea); the Islamic Republic of Iran (Iran); the Republic of Cuba (Cuba); the Russian Federation (Russia); and Venezuelan politician Nicolas Maduro.
No ¶¶Òõ¶ÌÊÓÆµ Faculty and Staff may:
Conduct official travel to any of the listed foreign adversaries
Accept official travel or any other gift from any entity with ties to any of the listed foreign adversaries
Award or sign contracts with any entity affiliated with one of the listed foreign adversaries
Participate in any foreign talent recruitment program by a foreign-adversary nation, such as the People’s Republic of China’s (PRC’s) Thousand Talents Program
¶¶Òõ¶ÌÊÓÆµ Faculty and Staff must:
Notify the University of any personal travel to a foreign-adversary nation prior to their travel and submit a post-travel brief outlining the details of the trip.
Report to the University any of the above violations
