Chapter 6: Access Control Policy
6.1 Purpose
The University of Texas at El Paso (University) is committed to ensuring a safe and secure campus. It is campus policy to manage and control access to all University buildings, facilities, and other University-owned or leased properties, enhancing safety and security while maintaining compliance with applicable laws, regulations, and associated policies.
6.2 Applicability
This policy applies to all employees, students, affiliates, contractors, and all persons present on University property with respect to hours of operation and access control of buildings, facilities, and other University-owned or leased property.
6.3 Policy
In accordance with Texas Education Code, Ch. 51, Subchapter E. Protection of Buildings and Grounds, the Facilities Management Department (Facilities Management), under the Vice President for Business Affairs, is responsible for management of the University’s access control program.
Facilities Management’s responsibilities include controlling the production, storage, and issuance of keys; control and management of the electronic access control systems; control and management of gated entry systems (in association with the Information Technology Department); replacement and/or rekeying of lock cylinders; acquisition of new keying systems; maintenance of accurate records; the cataloging of and adherence to key system authorizations; and any other function required to ensure safety and security of University buildings and facilities. All access control systems, both keyed and electronic, must be approved by Facilities Management prior to installation.
The University Police Department is responsible for overall campus security. Facilities Management administers access control for the campus, following the Standard Operating Procedure for Access Control.
