Dr. Thomas Miller

Thomas (Tom) Miller is a scholar and seasoned professional with over four decades of combined experience in military leadership, business, and academia. He earned his Doctor of Philosophy (PhD) in Strategy and Security from the University of Exeter, UK. His research examined China’s engagement with Latin America and the Caribbean through Susan Strange’s structural power framework.
Dr. Miller’s professional background spans multiple fields. He served as an infantry officer in the United States Marine Corps, commanding a rifle company. Following military service, he built a career in energy and finance, including roles in the oil and gas and banking industries, before founding and leading a software development firm for over two decades. His business and technical expertise complement his academic work, providing an interdisciplinary perspective on issues of strategy, security, and global power.
In addition to his PhD, Dr. Miller holds a Master of Defense and Strategic Studies (MDSS) from the University of Texas at El Paso, an MBA from the University of New Mexico, and a BS in Psychology from the University of Houston.
A longtime resident of El Paso, Texas, Dr. Miller has been deeply involved in civic life, including service on the Texas 16th Congressional District Service Academy Nominating Committee. He enjoys running, hiking, and backpacking.
