We would like to recognize and pay our respects to the Indigenous people with long ties to the immediate region: the Lipan, Mescalero, and Chiricahua Apache; Piro; Manso; Suma; Jumano; Ysleta del Sur Pueblo; Piro/Manso/Tiwa Indian Tribe of the Pueblo of San Juan de Guadalupe; and Tortugas Pueblo. Land Acknowledgement Statements, adopted by universities, municipalities, and organizations across the world, foreground that we are on the traditional territories of Indigenous Peoples who were dispossessed of their homelands. Land Acknowledgements are an expression of gratitude and appreciation to the Indigenous Peoples, the traditional caretakers of the land, for the use of their lands on which we work, study, and learn. The Acknowledgements also help establish institutional frameworks for community outreach and engagement, they facilitate policies of recruitment and retention, and they pave the way for ethical protocols of research in open consultation with Native nations. In this spirit, we encourage all faculty, staff, students, and administrators at Ƶ to consider opening public events and gatherings with this Land Acknowledgement, include this statement in materials associated with your events, add it to your website, and include it in course syllabi. Land Engagements and Commitments In recognition of the ongoing and cumulative challenges faced by Indigenous Peoples in West Texas and globally, The University of Texas at El Paso can incorporate some of the following objectives into our university mission and our efforts teaching, conducting research, and offering service. All colleges, departments, and units of the University can contribute to these efforts, and they can be integrated into our 2030 Strategic Plan. Repatriate any ancestral remains or cultural patrimony held by the Ƶ Centennial Museum and any units of the University to their Indigenous descendant communities and Native lands, per the Native American Graves Protection and Repatriation Act. Commit to the active recruitment and material support of Native American and Indigenous students, who currently constitute less than .1% of the Ƶ student body. Identify and reach out to Ƶ alumni who are members of Tribal Nations and Native communities. Many of these alumni are leaders that could serve as mentors to Ƶ students. Build curriculum and programming focused on Native American and Indigenous Studies, and to hire Native faculty, staff, and administrators. In particular, we should strive towards the creation of a Native American and Indigenous Studies Program that expands on our regional strengths as a leading R-I University on the U.S. Mexico Border. Establish protocols of research and study on Native lands and with tribal communities that foregrounds the needs of Indigenous Peoples, respect cultural and religious traditions, and recognize Native knowledge and human rights. Ƶ must commit to ethical scholarship that does not exploit Native people or treat them as passive subjects. Rather, Ƶ should collaborate with Native people; offer full, prior, and informed consent when initiating research; and allow Native communities the opportunity to review and comment on publications resulting from research. Establish an Indigenous Community Advisor Council made up of individuals who are representative to federally recognized and non-federally recognized communities with ties to the region; and including individuals from tribes, communities, and nations beyond the Paso del Norte region.
